The activities of the Directorate of Public Finance mainly concern the following aspects:
• It is engaged in the drafting and preparation of the annual and multi-year budget, the technical accounting report, the annexes to the budget and budget adjustments. It also participates in the preparation of the economic programme and budget laws in cooperation with the Ministry of Finance.
• The Directorate of Public Finance is entrusted by law with the preventive legitimacy control within the expenditure limits under its responsibility established by the Accounting Regulation.
• It provides support to the Legitimacy Control Commission for the legitimacy control within its competence.
• On the basis of the instructions issued by the Ministry of Finance, it prepares agreements for subsidised loans.
• It deals with the financial and contractual management of all insurance policies taken out on behalf of the State.
• It manages relations with the Philatelic and Numismatic State Corporation and is responsible for keeping the accounting records of all incoming and outgoing transactions between the State and the aforementioned Corporation.
• It is responsible for the State Values Warehouse, the State Reserve Warehouse and the State Vault.
• It provides support, study and advice to the offices of the Administration for reports and opinions in relation to the implementation of financial policy, for administrative procedures, on the "Accounting Regulation", as well as on the application of other regulatory provisions relating to procedural and financial aspects.
• It handles relations with the Entities of the Overall Public Sector for the coordination of budgetary financial data and the definition of procedural aspects for the management of incoming and outgoing State Budget flows.
The office is divided into two sections:
• Property Section and State Values Warehouse: The Property Section operates autonomously in a sub-office and is responsible for the management of all contracts relating to State immovable property (rental expenses and rental income). In collaboration with the Directorate of Public Finance and the General Accounting Office, it draws up the State Property Account. It is also responsible for the inventory of all State movable and immovable property, the accounting management of philatelic and numismatic items, as well as the Property Reserve Warehouses and the State Values Warehouse. It also markets tobacco under State monopoly.
• State Stationery Section: The State Stationery Office is run autonomously by a specific section that operates as a branch. It manages and supplies the warehouse of goods subject to State monopoly and the current warehouse (paper, stationery, sanitation and hygiene items, etc.). It purchases furniture and miscellaneous equipment for all public administration offices and reviews the accounting management of all public utility charges.
